Chief Justice Rehnquist, President Carter, President Bush，President Clinton, distinguished guests and my fellow citizens, the peaceful transfer of authority is rare in history, yet common in our country. With a simple oath, we affirm old traditions and make new beginnings.
As I begin, I thank President Clinton for his service to our nation.
And I thank Vice President Gore for a contest conducted with spirit and ended with grace.
I am honored and humbled to stand here, where so many of America's leaders have come before me, and so many will follow.
We have a place, all of us, in a long story -- a story we continue, but whose end we will not see. It is the story of a new world that became a friend and liberator of the old, a story of a slave-holding society that became a servant of freedom, the story of a power that went into the world to protect but not possess, to defend but not to conquer.
It is the American story -- a story of flawed and fallible people, united across the generations by grand and enduring ideals.
The grandest of these ideals is an unfolding American promise that everyone belongs, that everyone deserves a chance, that no insignificant person was ever born.
Americans are called to enact this promise in our lives and in our laws. And though our nation has sometimes halted, and sometimes delayed, we must follow no other course.
Through much of the last century, America's faith in freedom and democracy was a rock in a raging sea. Now it is a seed upon the wind, taking root in many nations.
Our democratic faith is more than the creed of our country, it is the inborn hope of our humanity, an ideal we carry but do not own, a trust we bear and pass along. And even after nearly 225 years, we have a long way yet to travel.
While many of our citizens prosper, others doubt the promise, even the justice, of our own country. The ambitions of some Americans are limited by failing schools and hidden prejudice and the circumstances of their birth. And sometimes our differences run so deep, it seems we share a continent, but not a country.
We do not accept this, and we will not allow it. Our unity, our union, is the serious work of leaders and citizens in every generation. And this is my solemn pledge: I will work to build a single nation of justice and opportunity.
I know this is in our reach because we are guided by a power larger than our selves who creates us equal in His image.
And we are confident in principles that unite and lead us onward.
America has never been united by blood or birth or soil. We are bound by ideals that move us beyond our backgrounds, lift us above our interests and teach us what it means to be citizens. Every child must be taught these principles. Every citizen must uphold them. And every immigrant, by embracing these ideals, makes our country more, not less, American.
Today, we affirm a new commitment to live out our nation's promise through civility, courage, compassion and character.
America, at its best, matches a commitment to principle with a concern for civility. A civil society demands from each of us good will and respect, fair dealing and forgiveness.
Some seem to believe that our politics can afford to be petty because, in a time of peace, the stakes of our debates appear small.
But the stakes for America are never small. If our country does not lead the cause of freedom, it will not be led. If we do not turn the hearts of children toward knowledge and character, we will lose their gifts and undermine their idealism. If we permit our economy to drift and decline, the vulnerable will suffer most.
We must live up to the calling we share. Civility is not a tactic or a sentiment. It is the determined choice of trust over cynicism, of community over chaos. And this commitment, if we keep it, is a way to shared accomplishment.
America, at its best, is also courageous.
Our national courage has been clear in times of depression and war, when defending common dangers defined our common good. Now we must choose if the example of our fathers and mothers will inspire us or condemn us. We must show courage in a time of blessing by confronting problems instead of passing them on to future generations.
Together, we will reclaim America's schools, before ignorance and apathy claim more young lives.
We will reform Social Security and Medicare, sparing our children from struggles we have the power to prevent. And we will reduce taxes, to recover the momentum of our economy and reward the effort and enterprise of working Americans.
We will build our defenses beyond challenge, lest weakness invite challenge.
We will confront weapons of mass destruction, so that a new century is spared new horrors.
The enemies of liberty and our country should make no mistake: America remains engaged in the world by history and by choice, shaping a balance of power thatf avors freedom. We will defend our allies and our interests. We will show purpose without arrogance. We will meet aggression and bad faith with resolve and strength. And to all nations, we will speak for the values that gave our nation birth.
America, at its best, is compassionate. In the quiet of American conscience, we know that deep, persistent poverty is unworthy of our nation's promise.
And whatever our views of its cause, we can agree that children at risk are not at fault. Abandonment and abuse are not acts of God, they are failures of love.
And the proliferation of prisons, however necessary, is no substitute for hope and order in our souls.
Where there is suffering, there is duty. Americans in need are not strangers, they are citizens, not problems, but priorities. And all of us are diminished when any are hopeless.
Government has great responsibilities for public safety and public health, for civil rights and common schools. Yet compassion is the work of a nation, not just a government.
And some needs and hurts are so deep they will only respond to a mentor's touch or a pastor's prayer. Church and charity, synagogue and mosque lend our communities their humanity, and they will have an honored place in our plans and in our laws.
Many in our country do not know the pain of poverty, but we can listen to those who do.
And I can pledge our nation to a goal: When we see that wounded traveler on
the road to Jericho, we will not pass to the other side.
America, at its best, is a place where personal responsibility is valued and expected.
Encouraging responsibility is not a search for scapegoats, it is a call to conscience. And though it requires sacrifice, it brings a deeper fulfillment. We find the fullness of life not only in options, but in commitments. And we find that children and community are the commitments that set us free.
Our public interest depends on private character, on civic duty and family bonds and basic fairness, on uncounted, unhonored acts of decency which give direction to our freedom.
Sometimes in life we are called to do great things. But as a saint of our times has said, every day we are called to do small things with great love. The most important tasks of a democracy are done by everyone.
I will live and lead by these principles: to advance my convictions with civility, to pursue the public interest with courage, to speak for greater justice and compassion, to call for responsibility and try to live it as well.
In all these ways, I will bring the values of our history to the care of our times.
What you do is as important as anything government does. I ask you to seek a common good beyond your comfort; to defend needed reforms against easy attacks; to serve your nation, beginning with your neighbor. I ask you to be citizens: citizens, not spectators; citizens, not subjects; responsible citizens, building communities of service and a nation of character.
Americans are generous and strong and decent, not because we believe in ourselves, but because we hold beliefs beyond ourselves. When this spirit of citizenship is missing, no government program can replace it. When this spirit is present, no wrong can stand against it.
After the Declaration of Independence was signed, Virginia statesman John Page wrote to Thomas Jefferson: "We know the race is not to the swift nor the battle to the strong. Do you not think an angel rides in the whirlwind and directs this storm?"
Much time has passed since Jefferson arrived for his inauguration. The yearsand changes accumulate. But the themes of this day he would know: our nation's grand story of courage and its simple dream of dignity.
We are not this story's author, who fills time and eternity with his purpose. Yet his purpose is achieved in our duty, and our duty is fulfilled in service to one another.
Never tiring, never yielding, never finishing, we renew that purpose today, to make our country more just and generous, to affirm the dignity of our lives and every life.
This work continues. This story goes on. And an angel still rides in the whirlwind and directs this storm.

临近期末，我们在紧张的学习之余，要注意防暑，还要注意安全防范。远离各种安全隐患。不要因为自己的麻痹大意出现不该发生的事情。
1、防溺水事故
防溺水事故是我们夏季在安全方面存在的最大隐患，因为每年在这个季节里我们的周围都会发生许许多多令人惨痛的事故和教训，并且这些教训往往是以生命的失去而作为代价的；而对于一个家庭来讲，孩子生命的失去往往就意味着一个幸福家庭的破裂甚至毁灭。在防溺水教育方面，我们学校是反复强调，一再重申，通过各种教育形式明确要求我们的同学要远离危险的水域，珍爱自己的健康和生命。我相信我们的同学会听从学校、老师和家长的教育教导，真正做到珍爱生命、远离危险。上级制定“三不准”，明确要求中小学生没有家长或老师的带领，不准到游泳馆（池）游泳，不准擅自与同学结伴去江、河、湖泊游泳玩耍，不准到无安全保障和不知水域特征的水库、池塘、水沟、小溪游泳或戏水，如有违反按照校纪校规处理。出了事故由学生和家长自己承担。
2、要注意交通安全：
大家一定要注意，不仅你注意自己的行为，更要留心那些危险的车辆。要遵守交通规则，严守交通法规。过马路要小心。不攀爬车辆，不乘坐无牌照的营运车，不准在公路上嬉戏。禁止未满12周岁的学生骑车上路。一、二年级学生必须有家长接送。禁止孩子乘坐无证照、违章超载车辆和低速三轮车等运输工具，确保孩子高高兴兴上学，平平安安回家。
3、要注意饮食卫生安全：

4、其它安全注意事项：
一、不要到施工场地或危险房屋、桥梁、公路上游玩、逗留，捉迷藏，玩游戏。禁止携带火种玩火。不携带不玩耍易燃、易爆、易腐蚀的各种物品。不携带玩弄刀、枪、棍棒等危险物品。不乱摆弄电器。远离高压电线和配电室。学习防汛、防震、防台风、防电等防灾知识，增强防灾的意识和能力。二、遵纪守法，行为文明。。自觉遵守国家法律、社会公德和村规民约。言行文明，以礼待人。。尊老爱幼，孝敬父母，听从教导，不任性。正常交往。不接触不三不四的人；不结伙四处游逛、惹是生非；不打架斗殴。。不吸烟，不喝酒，不赌博，不乱花钱，不参与迷信活动。不进入歌厅、舞厅、迪厅、网吧等，远离毒品，珍爱生命。不参与不健康的娱乐活动。遵守群众纪律，不偷盗、损害他人财物。不随便进入校园或在校园附近闲逛、逗留。三、劳逸结合，不忘学习。认真完成各任课教师布置的作业，希望同学们从自己的安全角度出发，认真积极地做好以上几个方面，最后祝全校师生身体健康，合家幸福，

大家好!今天我演讲的题目是《珍爱生命，安全第一》。
安全像什么?安全像忠实的保护神，日日夜夜守护在我们身边，让生命之树挺拔青翠;安全像一个警钟，时时刻刻提醒我们：珍爱生命、安全第一!法国诗人吕凯特这样说过：生命不可能有两次，但是许多人连一次也不善于度过。生命的确是这样，不在乎安全，不注重安全，往往痛苦的是自己，不是他人。
我们知道，校园安全隐患涉及20多种：如网络交友安全、交通事故、火灾火险、溺水等。在全国各类安全事故中，学校安全事故所占的比重很大。据了解，我国每年约有1.6万名学生非正常死亡：中学生因食物中毒、溺水、自杀等死亡的，平均每天有40多人。看看学校附近众多的零食小摊点，那是购物的天堂。
可是，一旦这里的食品质量得不到保证，就成为影响我们健康的隐形杀手。再来看看上学、放学的路上，横穿马路、走逆行道，更有甚者还在车流不息的马路上追逐打闹。如此危险的行为，真替他们捏一把汗。
也许不少同学会认为，只要自己的肢体健全、行动自如那就叫安全，但这决不是安全的全部。臧克家先生在《有的人》一诗中写道：“有的人活着，他已经死了。当前，我们学生中相继出现了不少因思想、心理、行为上的偏差而引发的伤亡事件，一个个触目惊心、血泪交织的悲剧不能不叫人扼腕叹息、心有余悸，也更敲响了我们的安全的警钟。“生命”，一个多么鲜活的词语。“安全”，一个多么古老的话题。“幸福”一个多么美妙的境界。同学们：生命只有在安全中才能永葆活力，幸福只有在安全中才能永具魅力。在安全的问题上，来不得半点马虎，我们必须要防范在先、警惕在前，必须要警于思，合于规、慎于行，要树立高度的安全意识。人人讲安全，时时讲安全，事事讲安全。
几年前，一首《祝你平安》，响遍了街头巷尾。人们喜欢这首歌，是因为它唤起了我们心中的共鸣。平安，才是人生中最大的幸福。各位老师、同学们，安全就在我们心中，安全就在我们脚下!为了个人的成长，为了家庭的幸福，为了这荣辱相伴的整体，让我们共同筑起思想、行为和生命的安全长城!

愉快的暑假即将来临，同学们肯定都做好准备，计划出行了吧！就等着假期正式开始，痛痛快快地玩上一个夏天。但家长们的心里却因为假期的来临，又多了好几样操心事儿白天上班或者下地干活，孩子独自在家，跑出去玩儿遇到交通事故怎么办?跌伤、磕伤怎么办?即便孩子呆在家里，又担心孩子会不会玩火?会不会触电?遇到陌生人敲门孩子会不会应付。总之，到了假期，孩子们的安全就成了家长最挂心的事儿。
根据这些家长和学校关心的问题，今天特此对同学们做以下要求：
一、交通安全（安全第一预防为主）
假期里，同学们外出的机会大大增加，在车水马龙的街道上，他们的交通安全格外让人担心。孩子们在骑车时被车辆撞伤的事情时而发生。每年假期，都会发生一些学生被撞伤、刮伤的交通事故，虽然一些事故属于意外，并不是孩子的过错，但如果家长们能在平时注重一下对孩子的交通安全教育，这些意外和悲剧完全有可能避免。
1、禁止在马路上骑车带人，快速超车。
2、高速路上禁上骑自行车和横穿公路。
3、骑自行车是禁止做危险动作。
4、自行车注意平时维护，以防零部件松动。
5、步行时一定要遵守交通规则，禁止追逐打闹。穿行马路时一定要走人行，没有人行横道要做到一停二看三通过。
6、乘车时要注意安全，禁止将身体置于车窗外，车停稳后方能下车，车启动时要站稳。
7、出行时一定了解路线，不要图快速省事就跳越栏杆等屏障。
8、不要携代禁止的易燃品上车。
9、当发生意外时及时拨打110、120等急救电话。
二、严禁在铁路沿线及周边活动
暑期一些好动的男同学在闲暇时由于好奇说不定要到铁路周边去玩耍，学校希望大家不要去这些危险地带去，并要求同学们做到以下几点：
1、莫伸手，伸手必被抓。
2、不要用石子击打列车。
3、严禁拆盗扣件。
4、严禁拆盗铁路设施。
5、严禁提拉车钩玩耍。
6、不得在铁路线路上放置、遗弃障碍物。
7、不得擅自开启列车车门。
8、不得在铁路线路上行走、坐卧或者在未设平交道口、人行过道的铁路线路上通过。
9、不得翻越、损毁、移动铁路线路两侧防护围墙、栅栏或者其他防护设施和标桩。
10、不得钻车、扒车、跳车。
三、饮食卫生
夏季天气热，湿度大，而同学们的抵抗力又相对较低，如果饮食不当很容易引起腹泻、食物中毒或其他消化道疾病。经了解，现阶段，已经进入了肠道疾病高发期，肠道门诊内的小患者时有出现，因此同学们应尤其注意暑期的饮食卫生。
1、不食用没有安全标志的食物，不食用已经**的食物，对于来源不明的物也不能食用。不能食用存在明显问题的产品，不食野外采摘不明药理毒性的野菜等山珍产品。
2、喝热水，讲究饮食卫生。
3、对于口感有明显异常的食品要提高警惕。
4、当发生食物中毒后马上拨打120急救电话，不要等看情况再说。
此外，暑假期间，各种各样的美味也诱惑着我们，很容易造成暴饮暴食，损害身体健康。因此，暑假期间应加强注意，避免暴饮暴食。
除此之外，还要做到生活规律，放松心态，做好预防工作，增强抵抗力，少熬夜，多吃清淡健康食品。对美味佳肴应以品尝为主，一次不宜吃得过多、过饱。多吃富含纤维素、维生素的新鲜蔬菜、水果，以促进胃肠蠕动。同时，更要注意不要随便吃街边小吃摊上的食物，防止，消化道和场胃的疾病发生。
四、药物安全
很多家庭都备有一定量的各类药品，同学们由于好奇心强，趁家长不在家想方设法取出来玩弄品尝，吃错药引起严重后果的事情也时有所闻。所以药不能乱吃，吃错药物会中毒。
五、火灾自救
暑假期间，由于天气炎热干燥，容易引起火灾。假期开始后，有一些同学独自一人在家时，千万不要玩火。不能划火柴，更不能摆弄打火机玩。一旦发生火灾，同学们自己没有能力扑救，千万不要惊慌，要拨打119报警，然后想办法逃离出去。不要自己逞强救火。如果烟雾呛人，要用湿毛巾捂住嘴，逃离现场。如果打不开门了，平房的可以从窗户逃生，高层楼房要在窗口挥动白色毛巾或衣物大声呼叫，等待消防人员营救。
六、游泳安全
通过对同学们的一些了解，有的同学贪图方便，直接到河沟、鱼池里去洗澡，还有一些同学把河沟、鱼池等当成天然的游泳池。因为身边没有大人照看，再加上泳技不佳、安全意识差，在意外发生后，又不懂得如何自救，结果酿成悲剧。所以，同学们无论在游泳池或者其他地方游泳，一定要有家长陪同。不会游泳的同学不要独自下水，会游泳的同学也不能因为逞能而去深水区或水位很深的地方，以免危险。到公园或野外玩的同学，也要注意，不能去河沟、水库等地方游泳。这些地方不是正规的游泳池，没有完善的保护设备，也没有救生员。而且，水底情况也清楚，在这样的地方游泳非常危险。暑假期间游泳一定要到正规的游泳池并有家长陪同，无论水性好坏都要慎防溺水。
七、恶劣天气防护安全
近来由于天气变化较快，大风、大雨、雷电、冰雹等情况频繁出现，所以一定要注意出行安全。当遇恶劣天气时不能在树下、危险建筑物、广告标志牌等附近躲避。雷雨天气，在家关好门窗，拔掉电源，不得靠近门窗边上，以防雷击。
八、个人安全防护
近年来种种迹象表明，青少年受侵害现象在突增，所以在假期当中如有发现身边或陌生人对自身身体有过分举动和不良语言进行侵害时应该及时向家长反映，避免更大的侵害发生，不要羞于启口，应该大胆举报，不要怕别人的恐吓，积极寻求保护、支持。一旦发生劫持危害的事件，一定要沉着应对，确保人身的安全，寻求机会报警求助或者脱逃。
